Governor Otu Signs Local Government Amendment Bill 2025, Introduce Key Reforms

Governor Bassey Edet Otu has officially signed the Cross River State Local Government Amendment Bill 2025 into law, marking a significant step toward strengthening governance at the grassroots level.

The newly amended legislation is designed to accelerate economic growth, enhance service delivery, and encourage broader participation in local government administration.

The bill introduces several key amendments to the Principal Law. Among the major changes is the expansion of local government departments from seven to twelve, as stipulated in Section 4(4). Section 5(2) has also been revised to adjust the percentage of funds allocated to key Ministries, Departments, and Agencies (MDAs) to improve efficiency.

Further amendments include Section 20(1), which assigns new responsibilities to the Vice Chairmen of Local Government Councils, covering humanitarian affairs, peace and conflict resolution, border and boundary issues, and sports development. Additionally, Section 21 now mandates that all appointments into Executive Councils must reflect federal character to promote inclusivity.

Strengthening administrative structures, Sections 22(3) and 22(6) introduce additional staff to support the offices of the Secretary of Council and the Clerk of the Legislative Council. Sections 22(a) and 22(b) establish statutory appointments for up to 50 persons and create the position of Ward Relations Officers, who will serve as Special Assistants in each Council Ward.

Other amendments include Section 33(3), which specifies appointments for Council Leaders, including a Chief of Staff and a Chief Press Secretary, along with provisions for Deputy Leaders. Additionally, Sections 45(A, B, and C) outline the establishment of the office of Heads of Local Government Administration (HOLGAs), setting criteria for their appointments and terms of service.

With the signing of this amendment bill, Governor Otu has reinforced his administration’s commitment to fostering more effective, inclusive, and efficient governance at the local government level.
